DigiUng vant Digitaliseringsprisen

Folkejuryen har talt! Digitaliseringsprisen 2023 går til DigiUng-prosjektet til Helsedirektoratet og Bufdir. 31. mai 2023

I alt 20 offentlige digitaliseringsprosjekter ble nominert til årets pris. Til slutt stod det mellom Mattilsynets nye eksportløsning for fisk, tjenestepensjonsløsningen til Skatteetaten og Helsedirektoratet og Bufdirs DigiUng-satsing.

Onsdag ettermiddag var det sistnevnte som kunne juble etter å ha blitt stemt fram av deltakerne på Digitaliseringskonferansen 2023.

– DigiUng er en svært verdig vinner. Vi vet at unge mennesker trenger gode digitale tjenester, kanskje mer enn noensinne, og aktørene bak DigiUng har gjort en stor jobb med å samle og forenkle tilbudet, sier juryformann Olav Skarsbø i Digitaliseringsdirektoratet.

Fra papirtegning til enormt økosystem

Bak DigiUng-prosjektet står Helsedirektoratet og Bufdir, og med på laget har de over 70 virksomheter fra statlig, kommunal, privat og frivillig sektor. Sammen sørger de for at ungdom mellom 13 og 20 år får én inngangsport til kvalitetssikret informasjon, digitale hjelpetjenester og svar på viktige spørsmål.

Adélie Dorseuil startet opp DigiUng i 2014, og koordinerer i dag et titalls prosjekter via programkontoret til DigiUng.

– DigiUng begynte som en liten papirtegning av en tanke om å samordne digitale tjenester for ungdom. De første årene møtte vi mange utfordringer og fikk høre at ambisjonene våre var for store og urealistiske. Nå er vi på et helt annet sted, sier hun.

På nettstedet ung.no har DigiUng samlet et stort økosystem av tjenester og informasjon rettet mot ungdom. Nylig har Regjeringen bestemt at ung.no skal være statens primære kanal for dialog og digitale tjenester rettet mot barn og unge, på tvers av sektorer og tjenesteområder.

Kobler sammen ungdomstilbud

For selv om det finnes en god del tilbud for unge mennesker, har tilgjengeligheten vært for dårlig. Med fragmenterte tjenester og konkurrerende informasjonskilder, er terskelen for å bruke offentlige tjenester høy for mange unge mennesker.

På ung.no kan ungdom få svar på spørsmål og finne hjelp og informasjon trygt og enkelt. Bak kulissene har det vært et langt lerret å bleke, og arbeidet pågår ennå.

Bård Mossin Olesen er programleder i DigiUng. Han forteller at en av hemmelighetene bak suksessen er en brukerrettet og tverrsektoriell tilnærming. Fremfor å lage nye systemer, har Helsedirektoratet koblet sammen mange eksisterende plattformer og tjenester hos en rekke offentlige aktører.

– Økosystemet har vært – og er – i konstant utvikling, med mange som bidrar på tvers av virksomheter, sektorer og fagområder. Det gode samarbeidet har vært helt uvurderlig for å nå målene og gjennomføre denne endringsreisen, sier han.

Lar ungdommen bestemme

Og i sentrum for alt står ungdommen. DigiUng er tross alt for de unge, og da kan ikke utviklingen gjøres av voksne bak lukkede dører. Derfor har et eget ungdomspanel vært med helt siden begynnelsen. De er en garantist for at løsningene treffer hos målgruppen.

– Ungdommen har hele tiden vært sentrale i utviklingen. Gjennom ungdomspanelet henter vi brukerinnsikt, identifiserer behov og foreslår, tester og videreutvikler løsninger. Uten dem hadde vi ikke klart å levere tjenester som treffer unge mennesker, sier Harald Hegerberg, som leder programstyret i DigiUng.

Resultatene tyder på at DigiUng treffer svært godt. Hver dag i 2022 var 60 000 ungdommer innom ung.no. Nettsiden genererte 35 000 unike chatsamtaler med rundt 50 organisasjoner, mens et tverrfaglig ekspertpanel har svart på 109 000 spørsmål om alt fra helse og kropp til utdanning og rettigheter. På sikt er planen å koble fastlege, politi og barnevern til økosystemet.

– Du skal aldri undervurdere hva en gjeng med motiverte byråkrater kan få til. DigiUng tok mange år å få på plass, men nå er mulighetene nærmest ubegrensede, sier Adélie Dorseuil.

Deles ut av Digitaliseringsdirektoratet på Digitaliseringskonferansen, onsdag 31. mai.

  • Årets nominerte var prosjektene «OTP» (Skatteetaten m.fl.), «DigiUng» (Helsedirektoratet, Bufdir m.fl.) og «Eksportløsning» (Mattilsynet).
  • For å få prisen må prosjektet bl.a. bidra til å realisere regjeringens digitaliseringsstrategi, sette brukeren i sentrum, dele og bruke data, benytte nasjonale fellesløsninger og kunne vise til klare gevinster eller et høyt gevinstpotensial.
  • Blant tidligere års vinnere finner vi TISK IKT, Folkehelseinstituttet, NAV, DSOP-samarbeidet og Deichmanske bibliotek Tøyen.
  • I årets jury deltok Olav Skarsbø (leder) i Digdir, Liv Dingsør i DigitalNorway, Ingvild Berlin Kalleberg i Den norske dataforening, Øystein Eriksen Søreide i Abelia, Øyvind Husby i IKT-Norge og Kristin Weidemann Wieland i KS.
